Hello all. Well it's time to get these Articles going and to vote in a new Tribunal.

Instead of asking for people to comment on what they like about these Articles, I will ask that anyone who has any issues with what is here to speak up and let their voice be heard.
I understand that not everyone will see this here, so I also ask that someone volunteer to read or pass out a copy of these articles to everyone at practice, get their input and report it here. These articles will be ratified on the 11th of January, assuming all issues have been resolved.

Assuming that the Articles are indeed ratified on the 11th, we need to hold new elections.

To start this process we need to get a list of people who want to run for the elected positions of Adunakhor and High Marshal. Remember, only ACTIVE members are eligible to run for election. Someone needs to volunteer to announce this at all practices.
(Anyone wanting to run for a position should respond in the candidate thread, or by proxy if you don't have access, not here)

It will be assumed that by Saturday the 7th of January everyone will have been made aware.
Between the 7th and 14th of January anyone who wants to run for election MUST respond (in the candidate thread) and make that intent clear. On the 15th or 16th the list of all people who are running in the election will be posted (someone needs to take a copy of this list to practice on the 21st and the 28th of January). The populace (that's you guys) will have until the 28th of January to cast a vote (votes will be by ballot and in person, when you turn in your ballot your name will be recorded as having voted; only ACTIVE members will be allowed to vote). The results will be tallied and announced on the 4th of February.

Here are the Articles of Confederation in total.


Members/Elections:
Anyone who expresses interest and follows all Dagorhir rules may join the realm. Only 'active' members may be a council candidate or vote in elections. Active members may only vote once per position per election. 'Active' is defined as anyone who signs a waiver and consistently participates in two or more practices and or events (which could include weapon builds, sewing circles, day events, and any get together sanctioned by the realm) per month. 'Consistently' is defined as any three month period within the last six months prior to elections. Elections will be held every even numbered year in August/ September. The officials elected will attend council meetings as an observer until Kings Tourney, when they will be sworn in. The council may call for an emergency election with a two-thirds vote. Officials elected in these elections will finish the term of the previous official and can run for re-election at the next election. Individuals who are voted out may only run for re-election if the council approves by majority. Emergency elections may be held for one or both of the elected positions. There is no limit for re-elections.

Units:
In order to gain a vote on the council any five or more active members who come together under a single banner may form a unit. Units will be required to compose a charter and to design a banner. Unit leaders are required to attend regularly scheduled council meetings. Unit leaders may appoint a unit mate to act as adviser for any and all council dealings. These advisers do not get voting rights inside the council, unless the Unit Leader will be absent. Each unit leader gets one vote inside the council. Units who do not provide representation at two consecutive council meetings will be stripped of voting rights until they attend two consecutive council meetings.

Council:
The Council of Barad'Dun will consist of two elected positions and one appointed position. Other council seats will be held by unit leaders (see 'units'). The Council will hold regular monthly meetings to discuss the state of affairs in the realm. No one individual may hold more than one voting position on the council. It should be noted that a member who is elected or appointed into office is NOT required to quit his or her unit.

Adunakhor:: The Adunakhor is an elected position. He/she is the driving force of the realm, the 'king'. He/she will act as chairman to the council. In council matters the Adunakhor will recieve one vote, in the event of a tie vote the Adunakhor will receive two votes. (total, not in addition)

Shepherd:: The Shepherd is appointed by the Adunakhor. He/she will act as the right hand of the Adunakhor, second in command of the realm. The Shepherd is in effect the Adunakhor where the Adunakhor is absent. The Shepherd will be responsible for all record keeping, including treasury and council minutes, these duties may be delegated to others with council approval. The Shepherd will get one vote involving council matters.

Marshal:: The Marshal is an elected position. The Marshal will act as Head Herald, and third in command of the realm. The Marshal is responsible for training heralds, safety on the field, enforcing the rules of Dagorhir on the field. The Marshal will act as representative for all unit-less members. The Marshal will receive one vote in council matters.

Hmmmm, I don't believe the articles have been discussed beyond those few of us who still come to the forums to read stuff. I just explained them to Romeo yesterday. I haven't even read them completely, or if I did, I didn't absorb them. I'm lazy. I know no one brought them up or discussed them at the last Saturday practice.

These were suppose to be 'Ratified' as of today. Do we assume that as noone posted any protest, that these Articles now take affect as of today?

Or was there suppose to be some kind of realm vote?

Anyone interested in running for Adunakhor or Marshal has til this Saturday's practice to post his name either here or to announce it to someone before hand so they can be included on the list that is suppose to be drawn up and brought to the following two practices for the Realm members to consider. I think that list should be poster board, big and easily read with the people listed and maybe a paragraph summary by each candidate of what they bring to the table and what they wish to achieve for the realm while during their reign.

The way K'urn has it, on the last two practices, 21st and 28th, there should be some kind of locked vote box, and each person must vote once, writing their names on the ballot and placing in the box. Then the box is to be open and the votes totaled and the winners announced on February 4th.

Any objections to me asking Kilanos if he can oversee the elections? I don't know if he would accept, but he is impartial and I'm sure he is still a friend of the Realm. If so, we can give him the key to the lock box and/or perhaps he can keep the lock box and deliver it on those two days of voting.

As for the voting rights. I still say only 'Active fighters' should have the right to vote. And those are fighters who have been involved for at least 2 realm practices/ unit practices, or weapons/garb builds for the past three months (October, November, December) per K'urn's explanations. The Elected positions should be filled by 'Fighters' and all decisions they make affect the 'Fighting' aspect of the Realm.

I also think that if someone does run for the position of King or Marshal, they should show up to practice more often and not disappear for 3 or 4 months at a time because of outside life. I know that real life comes first before Dagorhir but if you're running for one of these positions you should atleast be able to make it to Realm practice 2 or 3 times a month so you know what's going on.

I have an objection to Kilanos being the vote holder.

I have been a member of the realm for over 6 months now and have never met him, and from what I understand, I never will. My objection is that, as a stranger, I do not know him and have not built any trust with him. I do not want someone I dont know holding my vote for two weeks. I have heard that he is a nice guy - but I dont think its fair on any of the new people to be asked to trust a complete stranger with this.

I do know of one person in the realm that I would trust to be impartial in the voting as they only want someone who is going to do the job right, and would be honorable enough in my eyes to hold my vote until the counting.
I believe that they are also held in this high regard by almost everybody in the realm. Also, they are not interested in any of the positions for themselves, so would make an ideal person to be the one to oversee the proceedings.

If anyone should oversee the elections, I think it should be Konradr.

Yes, we should now consider these articles to be in place and ratified.
Konradr or Kilanos, either one would be a great choice.

I would also like Konradr to hold the votes but for a different reason. Neither he, nor any of his wolves are up for candidacy. This would by extension make for neutral ground. What say you candidates? Does this sound fair? And what do you say Konradr, will you be the vote holder?
